Governor Swann was the Governor of the British colony in Jamaica's Port Royal. He made the crossing from England with his daughter Elizabeth Swann after the death of her mother and his wife. In The Curse of the Black Pearl, he gives Elizabeth a corset for her to wear for Norrington's promotion ceremony to rank him as Commodore. He is present that night when the Black Pearl attacks Port Royal in search of the last piece of Aztec Gold. He is later seen onboard the HMS Dauntless when the undead pirates attack, where he hides in the ship's cabin. He shows distaste in daughter's love interest with Will Turner and would prefer her marry Norrington. However by the end of the film, he comes to accept that Elizabeth loves Will. In Dead Man's Chest, he is present when Will and Elizabeth are arrested by Lord Cutler Beckett (whom Weatherby knows) for freeing Jack Sparrow previously. When Will is sent to gain Jack's compass, Governor Swann once again shows a lack of faith in Will and plans to free Elizabeth and escape to England. However, he is caught by Mercer, and only freed when he agrees to be loyal to Beckett. In At World's End, he learns about Davy Jones' Heart, and that he who stabs it becomes the next captain of The Flying Dutchman. When Beckett finds that he knows this, he has Swann killed. He is last seen on his way to the afterlife when the boat he is in passes by the Black Pearl in Davy Jones' Locker, where he sees his daughter for the last time.
